TIJUANA — If it's Christmas, Tijuana journalists know it's time for El Brindis, the yearly toast to the season with the public officials they cover.

On Tuesday morning, the press corps crowded inside the state government offices with Baja California Gov. Jose Guadalupe Osuna Millan, nibbling on small sandwiches and raising glasses of apple cider to the coming year.

The governor took questions on a wide range of issues, but took off before the rifa, a lottery where journalists won gifts such as bottles of wine.

On Wednesday night, several dozen gathered for dinner at Tijuana's upscale Club Campestre at the invitation of Carlos Bustamante Anchondo, Tijuana's new mayor.

As the journalists raised glasses of whisky and beer, Bustamante avowed his commitment to government transparency. The mayor then left just as dinner was being served: It had been a long day, as heavy rains left many areas of Tijuana with flooding and mudslides.
